City Council adopts the Downtown Streetscape Master Plan

The City of San Carlos is excited to share that the Council adopted the Downtown Streetscape Master Plan on April 28, 2025.  The plan can be accessed here.


The Downtown Streetscape Master Plan is a key component of the broader Downtown Specific Plan project.  The Downtown Streetscape Master Plan sets forth new designs for the downtown's entire street network, including new public plazas, and sets the stage for significant transformation of the downtown core.

Specific Plan

In partnership with the San Carlos community, the City is creating a Specific Plan for Downtown San Carlos that meets the needs of the community and businesses, now and into the future. The Downtown Specific Plan will build upon what’s best and most loved about Downtown San Carlos, and take a close look at what needs updating or changing. The plan's focus is Downtown San Carlos, which is defined as Laurel Street, El Camino Real, and the cross streets from Holly Street to Greenwood Avenue.

 

The decisions we make collaboratively will shape Downtown San Carlos for years to come.

Upcoming meetings:

​

  • June 16, 2025: Planning and Transportation Commission Study Session to present and receive direction on the Downtown Specific Plan

  • June 23, 2025: City Council Study Session to present and receive direction on the Downtown Specific Plan

 

The Downtown Specific Plan is targeted for adoption in September 22, 2025.

Schematic Design Underway for the 700 Block of Laurel Street and Harrington Park

Design-engineering (i.e. "shovel ready") drawings are underway for Phase 1 of the Downtown Streetscape improvements, focusing on the 700 block of Laurel Street and Harrington Park. This phase is divided into two parts:

​

  • Phase 1A: Harrington Park

  • Phase 1B: The full span of the 700 block of Laurel Street

 

Ground breaking celebration for Phase 1A (Harrington Park) is expected in November 2025. The construction timeline for Phase 1B (Laurel Street) is not being determined and depends on funding and financing availability.

​

Schematic design development is taking place with the San Carlos City Council through a series of public meetings. Community members are encouraged to attend, learn more about the evolving designs, and provide input.  The last meeting will be held on June 9, 2025 For past meetings, please visit the Past Events page. 

​​

  • June 9, 2025: The fourth  Study Session will present the Final Schematic Design to be used for the next phase of design development drawings. In addition, staff will present a cost estimate and seek Council direction to pursue construction of Phase 1A, Harrington Park improvements.

​

​Meetings take place at City Hall, 600 Elm Street, 1st Floor, Council Chamber.
